An additional fee was introduced in April 2019, to apply to the most polluting vehicles when used in central London. The zone in which this fee applies is known as the Ultra Low Emissions Zone.
The zone is to be expanded in October 2021 to include the North and South Circular roads (as well, presumably, as all roads within them).
